Charles Thomas Mooney Albany, ON Obituary-Cause of Death: Albany Man Dies at 38 as Homicide Investigation Leads to Arrests

The Albany, Oregon, community continues to remember Charles Thomas Mooney, whose life was tragically cut short on June 2, 2021, at the age of 38.

Public obituary records identify Mooney as an Albany resident, with funeral arrangements handled by AAsum-Dufour Funeral Home. His obituary records list his dates of life as August 21, 1982, to June 2, 2021.

According to the Linn County Sheriff’s Office, deputies received a report of a death on Willoway Drive, west of Albany, on the morning of June 2, 2021. When deputies arrived, they found Mooney deceased. Detectives subsequently began investigating his death as a homicide. Authorities said at the time that there was no continuing threat to the public.

The investigation later resulted in arrests connected to Mooney’s death.

On July 19, 2021, authorities announced the arrest of Tennisha Quin Bourne, 34, of Albany, whom investigators identified as Mooney’s former girlfriend. According to the sheriff’s office, investigators determined that Bourne had been involved in Mooney’s death, and she was arrested on a warrant for second-degree murder. She was located by the Pierce County Sheriff’s Office following an unrelated call.

The case continued into the following year. On March 1, 2022, Billy Jack Robinson, 41, of Washington state, was arrested in connection with Mooney’s death. The Linn County Sheriff’s Office said investigators determined Robinson had been involved and obtained a warrant charging him with second-degree murder. Robinson was located in Port Orchard, Washington, and arrested without incident before facing extradition to Oregon.

The arrests represented significant developments in an investigation that began with the discovery of Mooney’s body on Willoway Drive.

For those who knew Charles, his death remains a painful loss. At 38, he was remembered as a member of the Albany community whose life ended under circumstances that prompted a serious homicide investigation.

Mooney’s passing left family, friends and others who knew him to grieve while authorities worked to establish the circumstances surrounding his death. His name remains connected to a case that began more than five years ago and resulted in multiple arrests.
